Comprehensive Guide: Montenegro’s New Visa Regime (Effective November 1, 2026)

To fully align its visa policy with European Union standards and Schengen Area rules, Montenegro has adopted and officially brought into force a new Ordinance on the Visa Regime.

The most significant update, effective November 1, 2026, is the revocation of visa-free entry privileges for citizens of 5 countries:

  1. Turkey
  2. Russia
  3. China
  4. Belarus
  5. Saudi Arabia

Nationals of these five countries can no longer enter Montenegro using only a standard passport without a prior visa or a recognized exemption.
